wasteless collect. Without Steampipe, boto3 detectors continue and the run is marked partial. - 04

Current product scope
9 detector families. EC2, EBS, Elastic IP, snapshots, load balancers, NAT Gateways and VPC.
Collection every 5 minutes by default. This is a polling cadence, not a real-time guarantee.
Two collection engines. Five detectors use boto3 and four require Steampipe.
One account per installation. Native multi-account operation is not available today.
macOS, Linux and WSL2. Native Windows is not supported.
